In 1999 Ms. Fraser received her masters degree in Theology at Harvard University. Her fields of concentration were Ethics of World Religions and Social Ethics in the Context of International Political Economics. She also graduated from the John F. Kennedy School of Government, where she concentrated in Leadership and Management of International Organizations and the Law Faculty. (She was a member of Roger Fishers Seminar on Negotiations.)
She received her doctorate in Political Science at Bonn University (Germany).
From 1976 to 1977 she worked as director of German Language School in Ottawa. From 1988 to 1992 she took part in the research project on the impact of international mobility on foreign service personnel. In 1993 she worked as a guest professor for Organizational Psychology and Conflict Management at the University of Economic Sciences in Budapest, Hungary. In 1993 the minister of Foreign Affairs of Hungary also appointed her special adviser and head of a ministerial task force for the designing of a training program for foreign service personnel. Since 1999 she has worked as a guest professor at the LTA where she teaches a course on Organizational Psychology and Conflict Management.
